The total was almost £1 billion more than the target set out by chancellor George Osborne in last year’s Autumn Statement.
HMRC said the extra money, which comes on top of normal tax receipts, was raised by increased activity around tax avoidance.
Breaking down the total, HMRC said £8 billion came from big business, £1 billion from criminals and £2.7 billion from the proceeds of court disputes.
"HMRC will pursue those seeking to avoid their responsibilities and will collect the taxes that are due," said Treasury minister David Gauke.
"The government is determined to tackle the minority that seek to avoid paying the taxes they owe."
